"Elliman's for stiffness" boat advert signed drawing print depicting romantic couples in a boat, two man roaming and two Ladies relaxing possibly original drawing?

Or a print from newspaper. A photo of Jerom K. Jerom which looks like advert of Ogden's Ginea Gold cigarettes.. I cannot tell if the prints are cuts from newspapers or originals drawing as they are glued inside of the picture.
